CHANGES TO RESEARCH ASSOCIATE FRINGE BENEFITS

MSU Human Resources recently announced improvements to the eligibility criteria for the MSU 403(b) Base Retirement Program, with an effective date of January 1, 2023. For proposal budgeting this change primarily impacts research associates, who will now be eligible for retirement upon hire.

Impacts to the KR Budget Module:

In the afternoon on December 22nd, the following changes will be made to the KR Budget module:

  • The object code Research Associate (More Than 36 Months) will be relabeled to Research Associate. This object code includes the 10% retirement contribution, and should be used going forward for budgeting named and to-be-named research associates in all budget periods. The relabeling will automatically update in all KR budget documents, including budgets associated with PDs that are in an approved status.

  • Job Code mapping will be changed so that when Add All to Period 1 is clicked, all Project Personnel with a research associate job code will default to being assigned the Research Associate object code, which includes the 10% retirement contribution.

In the spring/summer of 2023 the Research Associate (0-36 Month) object code, which does not include the 10% retirement contribution, will be inactivated. The timing of this change will be communicated in an upcoming listserv announcement or System Implementation Update.

CONGRESSIONAL DISTRICT CHANGE TO MI-007

As noted in a recent listserv announcement (sent 12/9/22), the congressional district for Michigan State University has changed from District 8 (MI-008) to District 7 (MI-007). MSU will begin including the new congressional district for proposals with deadlines in January 2023 and beyond.

This evening, Kuali Research will be updated to reflect MI-007 as the congressional district for MSU and HFH+MSU HS. The change will not be reflected in Proposal Development (PD) documents that have already been created. The change will only be reflected in newly created PD’s after 12/16. Copied PD’s will copy over the congressional district from the original PD.

If you have already created a PD document for a proposal with a deadline in January, 2023 or beyond, take the following steps depending on the status:

  • In Progress – Update the congressional district on the Applicant Organization and Performing Organization tabs (see instructions below).
  • Approval Pending or Submitted – Leave the congressional district as MI-008.

If you create a PD after 12/16 for a System-to-System (S2S) proposal with a December deadline, it is ok to use the new congressional district (i.e. the district does not need to be changed back to MI-008).

To change the congressional district in KR, take the following steps (steps are the same on the Applicant Organization and Performing Organization tabs):

  1. Click the [ X ] button to delete the previous congressional district.

  1. Click the [ + Add Congressional District ] button.

  1. From the popup window, select Michigan from the State dropdown list and enter 007 in the District Number field, click [ Add ].

RANDOM SYSTEM ERRORS IN PD AND BUDGET HAVE BEEN FIXED

KR was randomly giving error messages when users were in Proposal Development or Budget documents. These errors have been fixed. If you experience an error that kicks you out of the PD or Budget document, please reach out to the KR Helpdesk.


DELETE PROPOSAL AND DELETE NOTE ARE NOW WORKING

The following delete actions are now working:

  • Delete Proposal – from the Summary/Submit option you are now able to successfully delete a PD document by clicking the Delete Proposal button.
  • Delete Note – from the Attachments option -> Notes tab, you can now successfully delete a note that you had previously added.

REMINDER – LIST OF KR PRIORITIES IS ON SYSTEM IMPLEMENTATION WEBPAGE

We have added a section on the System Implementation webpage for “Priority KR Fixes and Enhancements”. This is intended to give users an idea of the fixes/enhancements that are higher priority for implementing. This is not an exhaustive list, and the list may be adjusted for new issues that arise that are a higher priority. The list was last updated on 12/15/22.


REMINDER – NIH FORMS H IS COMING SOON

NIH is transitioning from Forms G to Forms H on January 25, 2023, see NOT-OD-23-012 for additional information on the transition. You will begin to see Forms H opportunities in the Opportunity Search in KR and on Grants.gov. Please continue to use Forms G opportunities for applications due on or before January 24, 2023. We are targeting early January, 2023 to implement the changes in KR in order to submit Forms H applications.
