Updates on Federally Sponsored Projects - Issue 3: 2/25/25

Dear Colleagues,

We continue to monitor changes affecting federally sponsored programs.  Some updates impact specific projects, and those are communicated directly to principal investigators.  Below are general updates since our last email.


NIH Study Sessions

NIH study section and council review meetings have been postponed.  The new administration has placed a hold on Federal Register notices and extended the required posting period.  As a result, the issuance of new and competing awards may be later than expected.


NSF Guidance on Activities

NSF has updated its Frequently Asked Questions section regarding continuing projects under rescinded Memorandum M-25-13:

Q: Can awardees resume with activities and spending relative to the non-compliant activities mentioned in the rescinded Memorandum M-25-13?
A: Consistent with the district court's order, NSF awardees may continue activities consistent with the current terms and conditions of their NSF awards at this time.


Funding Opportunities

When preparing applications or proposals, please confirm that the funding announcement has not been revised, postponed, or had its deadlines changed.  Several programs have experienced modifications:

  • NIFA and AFRI programs are under review before reestablishing closing dates.
  • All NIJ funding opportunities remain canceled as of 2/24/25.
  • NIH diversity supplements are currently unavailable.
  • Funding for international programs may be cancelled or revised.

Reporting Systems

If you encounter unavailable technical reporting systems while preparing project performance reports, please document the issue thoroughly to justify any delays.  If a delay persists, please notify us at:  cashmanagement@cga.msu.edu.

  • Background:  We have periodically experienced financial system unavailability.  Recently, we received notice (via a colleague at another institution) that an agency’s performance reporting system was down, with no estimated resolution timeline.  While this system is not currently needed at MSU, we continue to monitor developments.
